The Circuit Clerk serves as clerk of the civil, domestic relations, criminal, and juvenile courts and acts as ex-officio recorder for all real estate documents in Miller County. Court records include civil case filings, criminal case histories, divorce and domestic relations files, and juvenile records (restricted). Land documents filed here include deeds, mortgages, liens, surety bonds, powers of attorney, plats, lis pendens filings, and materialman's liens.
Recording fees as of 2025: $15.00 for the first page, $5.00 for each additional page. Civil and domestic court filings: $165.00. Reopening a cause of action: $50.00. Writs of Execution: $20.00. Summons: $2.50 each. Certified copy of a document: $5.00. Documents must be on 8.5 x 11 inch paper with a 2.5-inch margin at the top right of the first page. As of July 1, 2025, anyone selling or transferring real property must present a deed with valid photo ID. The office also offers a free property fraud protection service for residents. Miller County Clerk: Vital Records and Probate

Marriage records in Miller County date back to 1875. The office issues marriage licenses for $60.00 (major debit and credit cards accepted with a fee; no checks). Both parties must be 18 or older and appear in person with certified proof of age. For applicants who are 17, parental consent is required along with a valid photo ID and birth certificate. The office also issues Covenant Marriage licenses. Copies of marriage records cost $5.00 each for certified copies.
Probate records held here include decedent estate cases, adoptions, and guardianships. Adoption records are sealed. The office also handles DBA filings, articles of incorporation, equalization board petitions, minister credentials, voter registration, and election records. It manages passport acceptance by appointment. Copies are generally $1.00 per page, with a $5.00 certification fee added for certified copies.
Miller County Property Records

Miller County covers approximately 636 square miles and includes the cities of Texarkana, Fouke, Genoa, Doddridge, and Garland City.
All real and personal property is assessed at 20% of market value. Real property appraisal runs from the first Monday of January to July 1. Personal property must be assessed from the first Monday of January to May 31. A 10% penalty applies to late filings per state law. A countywide reappraisal is required every 4 to 5 years. Property owners can assess personal property online, in person, by phone, by mail, or by fax. The office also handles homestead exemptions, the 65-and-older tax freeze, and business personal property assessments.

The Sheriff's Office maintains arrest records, booking logs, incident reports, and the jail roster for all individuals taken into custody in Miller County.
Inmate visitation is conducted via on-site video visits at the Miller County Jail. At-home video visits cost $7.50 for 15 minutes. To request a background check from the Texarkana Arkansas Police Department, you must appear in person before 4:30 PM with a valid government-issued photo ID showing your correct name and date of birth, plus one additional valid government-issued ID. The fee is $10.00. Third-party requests for another individual's criminal history require a signed and notarized letter of authorization. Crash and accident reports cost $10.00, and certified copies add $5.00 per report. In-person pickup is at the receptionist window. Mail requests should include a money order. Accident reports are also available online through Lexis Nexis for a convenience fee.
