Clark County Circuit Court Records

The Clark County Circuit Clerk maintains the official record of all circuit court proceedings. The clerk, Sherri Evans, handles civil, criminal, domestic relations, and land records. Court cases on file include civil matters such as negligence and foreclosure, criminal felony records, domestic cases covering divorce and child support orders, and juvenile files. The Circuit Clerk also serves as the ex-officio recorder for land records, meaning deeds, mortgages, liens, and plats are filed here. Recording fees are $15.00 for the first page and $5.00 for each page after that. The real property transfer tax is $3.30 per $1,000 of consideration over $100.

Certified copies of court documents cost $5.00 per document. Standard copies are $0.25 per page under Arkansas Code § 21-6-406. New civil or domestic filings run $165.00. Each summons costs $2.50 per person.

Clark County Clerk and Vital Records

Marriage licenses cost $60.00. Both parties must appear in person and bring valid ID and social security cards. There is no waiting period for applicants 18 and older. A license is valid for 60 days from the date it is issued. Probate filings, including decedent estates and guardianships, carry an approximately $165.00 filing fee. Adoption records are sealed by law.

DBA certificates for sole proprietors are filed with the County Clerk at $25.00 per filing. Corporations and LLCs register through the Arkansas Secretary of State. Voter registration is available in person at the office or online through the Secretary of State's elections portal. The Clerk also records county court minutes, ordinances, and election results.

Property Records in Clark County

Real property assessments run from January 1 through July 1. Personal property must be assessed between January 1 and May 31 to avoid a 10% late penalty. Items subject to assessment include vehicles, boats, motorcycles, campers, and farm equipment. Property taxes are billed on the current year's assessment in the following year and are due by October 15.

Arrest records and incident reports are public records under Arkansas Code § 25-19-105. Arkansas citizens may request these records without stating a reason. The three-day response rule applies.
