Records held by the Circuit Clerk include civil court filings, criminal case histories for felonies, domestic relations cases, probate records, juvenile court files, child support records, and real estate recordings. The County Clerk serves as clerk for county court, quorum court, and probate court. Marriage licenses are issued and recorded here. All probate cases are opened and filed through this office, including decedent estates, guardianships, and adoptions. Adoption records are sealed under state law. Real property is appraised between January 1 and July 1 each year. Personal property assessments run from January 1 through May 31. On August 1, Assessment Books are turned over to the County Equalization Board, which then has legal authority to adjust values through November 15. Late personal property assessments carry a 10% penalty under Arkansas law.
