Garland County Circuit Clerk Records

The Garland County Circuit Clerk is located at 501 Ouachita Avenue, Room 204, Hot Springs, AR 71901. Phone: (501) 622-3630. Hours: Monday through Friday, 8:30 AM to 5:00 PM. This office serves as the ex-officio county recorder and is clerk of all civil, domestic relations, criminal, and juvenile courts.

Court records available through this office include divorce filings, civil cases, criminal case histories, child support records, probate matters, and juvenile court files. The Circuit Clerk also records deeds, mortgages, liens, surety bonds, and notary public commissions. Certified copy fees are $5.00 for the first page and $1.00 for each additional page.

The Circuit Clerk's office offers an online records database that requires an account to search and submit documents. Public terminals at the courthouse are available for self-research at no charge.

E-recording is available through providers including CSC, Simplifile, ePN, and Indecomm. Land recording fees are $15.00 for the first page and $5.00 for each additional page. The Real Property Transfer Tax is $3.30 per $1,000 of consideration on transactions over $100. Documents must be formatted on 8.5 x 11 inch paper with a 2.5 inch margin at the top right of the first page.

Garland County Clerk: Marriage and Probate Records

This office holds marriage licenses, probate records, voter registration files, and official county records. Marriage licenses cost $60.00 and include one certified copy. Extra certified copies are $5.00 each. Regular copies run $1.00 per page. To get a marriage record, you need to submit the Marriage License Copy Request form. Mail requests must include a self-addressed stamped envelope.

For voter registration questions, call the dedicated voter information line at 501-622-3616. Cash is accepted for in-person transactions. Mailed requests require a money order.

Probate court records maintained here cover decedent estates, guardianships, and adoptions. Adoption records are sealed under Arkansas law. Filing fees for probate cases run approximately $165.00. The County Clerk also maintains DBA certificates, minister credentials, and county court orders.

The Assessor handles homestead exemption administration under Amendment 79, property valuations and appeals, and both real estate and personal property assessments. GIS Coordinator Janet Phelps (501-622-3735) manages parcel mapping and aerial photography. Real property is assessed annually. Personal property assessment runs January 1 through May 31, with a 10% penalty for late filings.

The Sheriff launched an online public records portal at garlandcountyar.nextrequest.com in April 2023. The portal lets you submit records requests, track their status, download returned documents, and search through more than 2,700 previous requests already in the system.
