Pulaski County Circuit and County Clerk

Pulaski County combines its Circuit Clerk and County Clerk into one office. Terri Hollingsworth serves as the elected Clerk. Address: 401 West Markham Street, Suite 100, Little Rock, AR 72201. The clerk's website gives online access to real estate records from 1994 to present and links to the court case search system, available 24 hours a day.

This office is the administrative support hub for 17 Circuit Court judges in the Sixth Judicial District. The Clerk also serves as the Voter Registrar, Real Estate Recorder, and Marriage License issuer. Online records include real estate documents from 1994 forward, court cases, marriage license searches, DBA filings, and minister credential records. Historical records before 1994, which date back to 1819, require an in-person research appointment. DD-214 military discharge records are confidential and only accessible in person.

Certified copy fees are $5.00 per document. Copies can be picked up in person or mailed. Payment can be made online, by credit card, money order, cash, or check. Marriage licenses require both applicants to appear together. No Power of Attorney is accepted. Property assessment appeals must be filed by the second Monday in October.

Pulaski County Real Estate Records

The Real Estate Department records deeds, mortgages, plats, liens, leases, and other property documents. The pulaskideeds.com portal provides free 24/7 access to documents filed since 1994.

Recording fees are $15.00 for the first page and $5.00 per additional page. The Real Property Transfer Tax is $3.30 per $1,000 of actual consideration on transactions over $100. Documents must be on 8.5 x 11-inch paper, include Grantor and Grantee names, a completed "Prepared By" statement (for deeds), a completed Transfer of Tax form, and must be notarized per ACA 14-15-403. As of August 5, 2025, anyone filing a deed must present a photo ID per Act 752. Attorneys, real estate brokers, financial institutions, and government representatives are exempt. eRecording is available through approved vendors including CSC, EPN, Indecomm Global Services, and Simplifile. A free Property Fraud Alert email service notifies subscribers when documents with their name are recorded.

The Assessor website provides free access to over 170,000 taxable real property accounts with GIS mapping, ownership details, assessed values, sales prices, and parcel boundaries.

The office manages over 180,000 real property accounts and over 225,000 personal and business property accounts. Online services include property search, GIS parcel mapping, personal and business property assessment, and raw data export. Personal property assessment deadlines fall on May 31 (or the next business day if May 31 falls on a weekend). Late filings carry a 10% penalty under Arkansas Statute 26-26-201. Property valuation appeals are processed through the County Clerk's office by the second Monday in October. Notices are provided in both English and Spanish.

The Pulaski County Regional Detention Facility opened in 1994 and is the largest county detention facility in Arkansas, housing more than 1,200 detainees on any given day. Inmate records available include mugshots, charges, arrest date, bond type, bond amount, and booking information. You can search by name or booking number. A Court Liaison Office manages communications between the detention facility and over 30 District, Circuit, and Federal Courts to ensure detainees are seen within legally required timeframes. For statewide criminal history checks, the Arkansas Crime Information Center (ACIC) manages the central repository. The Arkansas Department of Corrections inmate search covers individuals held in state prison facilities.

Records held by the City Clerk include ordinances and resolutions, City Board of Directors meeting minutes and agendas, city code, cemetery record books and deeds, lobbyist registration forms, and statements of financial interest for city officials. The Clerk's office also coordinates city elections, certifies candidate petitions, administers oaths, and prepares legal notices for public hearings. Staff hold membership in the International Institute of Municipal Clerks (IIMC).
