Cleburne County Circuit Clerk Records

The Cleburne County Circuit Clerk (Dana Guffey) is at 301 W. Main Street, Heber Springs, AR 72543. Phone: (501) 362-8149. Fax: (501) 362-3382. Office hours are Monday through Friday, 8:00 AM to 4:30 PM. The Circuit Clerk serves as clerk of the civil, domestic relations, criminal, and juvenile courts and as ex-officio recorder for all land documents in the county.

Court filings in Cleburne County follow statewide fee schedules. New civil or domestic filings cost $165.00. Summons and subpoenas are $2.50 per person. Reopening a case costs $50.00. Certified copies are $5.00 per document. Real property recording fees are $15.00 for the first page and $5.00 for each additional page. A real property transfer tax of $3.30 per $1,000 of consideration applies to transactions over $100. Documents must be on 8.5 by 11 inch paper with a 2.5 inch top margin, properly notarized, with the preparer's information on the first page.

Marriage licenses are issued for approximately $60.00. Both parties must appear in person and bring valid ID and social security cards. There is no waiting period in Arkansas for applicants 18 and older. No blood test is required. Licenses are valid for 60 days from the date of issue and can be used anywhere in the state. Certified copies are available. The Clerk also maintains probate records for estates, guardianships, and adoptions. Adoption files are sealed and not available without a court order. Probate filing fees are approximately $165.00. DBA filings for sole proprietorships are accepted as well.

Property Records and Assessor Search

The Assessor covers 592 square miles of territory and is responsible for locating and valuing all real and personal property in the county at 20% of current market value.

Free online property searches are available through ARCountyData.com. The portal lets you search by parcel number, owner name, or property address and shows assessed values, ownership information, and property characteristics. Real property assessments run from January 1 through July 1. Personal property must be assessed between January 1 and May 31. Late assessments after May 31 carry a 10% penalty that cannot be waived. Residents must notify the Assessor of vehicle purchases, sales, and ownership changes. Business personal property must also be assessed each year.

Administrative hours are Monday through Friday, 8:00 AM to 4:30 PM. The Sheriff's Office provides law enforcement for unincorporated areas and operates the county jail in Heber Springs.

Arrest records and incident reports are available through FOIA requests submitted to the Sheriff's Office. Requests must be in writing and should specify the date range and type of incident.
