Independence County Circuit Clerk Records

Greg Wallis is the Circuit Clerk and ex-officio Recorder under Arkansas Code Annotated 14-14-1301(2). Hours: Monday through Friday, 8:00 AM to 4:30 PM. Court is held every Wednesday at 9:00 AM.

This office holds circuit, chancery, and juvenile court records. Other records include divorce filings, civil and criminal case files, child support orders, deeds, mortgages, property conveyances, title deed records, notary public filings, powers of attorney, and liens. It also holds probate records. Recording fees are $20.00 for the first page and $3.00 for each additional page.

The County Clerk handles marriage license applications, probate court records, voter registration, and official county records. Marriage licenses have been maintained from 1826 to present. A marriage license costs $60.00 for Arkansas residents and $85.00 for non-residents. Both parties must appear together in person with valid government-issued photo ID. No blood test or residency requirement applies. No waiting period for adults 18 and older. The license is valid for 60 days.

Probate records include decedent estate files, guardianship records, adoption cases, and small estate filings. Adoption records are sealed under Arkansas law. Probate case filing fees are approximately $165.00. The Clerk also holds election records, articles of incorporation, DBA filings, county financial records, tax levies, and quorum court minutes. Copies are $1.00 per page; certified copies add $5.00. Mail requests should include a self-addressed stamped envelope and a money order for fees.
