The Circuit Clerk serves as clerk of the civil, domestic relations, criminal, and juvenile courts and acts as ex-officio recorder for all real estate and lien documents in Mississippi County.
Records maintained here include civil case filings, criminal case histories, divorce records, domestic relations files, and all real estate instruments. The office also records liens, state and federal tax liens, judgments, and bonds. Juvenile records are restricted. Recording fees are $15.00 for the first page and $5.00 for each additional page. The Real Property Transfer Tax is $3.30 per $1,000 on transactions over $100. Standard copy fee: $0.50 per page. Certified document fee: $5.00 plus the copy fee. Documents must be on 8.5 x 11 inch paper with a 2.5-inch margin on the top right of the first page and a 2.5-inch bottom margin on the last page. The County Clerk maintains marriage records dating back to 1867 and probate records going back to 1865, making this office valuable for both current filings and historical research.
Marriage licenses cost $60.00. Both parties must appear in person with a valid government-issued photo ID. Applicants must be 18 (16 or 17 with parental consent). There is no waiting period, and licenses are valid for 60 days. No blood test is required. The Clerk's office also handles probate matters including decedent estates and guardianships, Quorum Court and Equalization Board records, voter registration, elections management, minister credentials, and certificates for medical professionals.

The Assessor's online system lets you search property ownership records, assess personal property, and access GIS mapping and Pictometry Maps for Mississippi County at no cost.
The Assessor is responsible for maintaining property ownership records with legal descriptions, preparing property splits and combinations, assigning parcel numbers, assessing all vehicles and businesses, and assessing manufacturing company assets. Personal and business personal property assessments must be completed by May 31 each year or a 10% state penalty applies. Real estate is automatically assessed as of January 1 each year. The office can also help with homestead exemptions, the 65-and-older and disabled tax freeze, business personal property filings, and locating school districts, flood plains, and zoning areas.

The Sheriff's Office serves all of Mississippi County and operates the Mississippi County Work Release Center, a minimum-security facility for adult males located next to the Sheriff's Office.

The City Clerk holds custody of all city laws and ordinances, keeps a journal of city council proceedings, submits quarterly financial reports, and provides the city's financial statements.
The Blytheville Police Department's Records Division is responsible for filing and maintaining police reports, arrest records, and other law enforcement documents. As one of the two county seats, Blytheville also hosts the primary offices for many county-level functions. Requests for city-level police reports should be directed to the Blytheville Police Department Records Division.
