The circuit clerk serves as clerk of both the circuit court and juvenile court and acts as ex-officio recorder for the county. Primary duties include maintaining records of all court proceedings, entering docket numbers and defendant names, preparing dockets for court sessions, and issuing summons, warrants, orders, and judgments authorized by the circuit court. The clerk also maintains files for all pending and closed court cases, tracks case dispositions, and keeps the jury roster. As ex-officio county recorder, the office records deeds, mortgages, liens, and surety bonds.

The county clerk handles marriage licenses, probate court records, voter registration, and DBA filings. Marriage licenses cost $60.00. Both applicants must appear in person with valid government-issued photo identification showing their correct name and date of birth. If a name has changed due to divorce and the ID does not reflect that change, a certified copy of the divorce decree is required. Applicants under 18 need parental consent with additional documentation. Licenses are valid for 60 days with no waiting period for adults. Certified copies of marriage licenses cost $5.00 each.

Additional fees at this office include: copies at $0.50 per page, certificate copies at $5.00, probate court filing at $165.00, small estate filings at $30.00, assumed business names at $25.00, county court at $30.00, articles of incorporation at $25.00, and limited partnership filings at $25.00. Minister and professional credentials cost $5.00. Voter list paper copies are $0.02 per name, and voter disk copies are $25.00. Probate records cover decedent estates, guardianships, and adoptions. Adoption records are sealed under Arkansas law.

The assessor appraises and assesses all real property from the first Monday in January through July 1 each year, and personal property from January 1 through May 31. Under ACA 26-26-1201, all property is assessed based on its value as of January 1, with an exception for merchant and manufacturer inventory, which is assessed at its average value during the prior year. Under ACA 26-26-1408 and 26-26-1101, assessment deadlines are set in statute. The 10% late penalty for personal property applies once the May 31 deadline passes and cannot be waived. Online property assessment is available through CountyService.net. Property tax payments are collected March 1 through October 15 and can also be made through ARCountyData.com.

The Sheriff maintains arrest records, booking logs, and incident reports for St. Francis County. The detention center processes approximately 2,880 bookings per year with an average daily population of about 110 inmates. These records are public under the Arkansas Freedom of Information Act.
