Newton County Clerk and Circuit Clerk Records

Newton County operates a combined County Clerk and Circuit Clerk office. Donnie Davis holds both roles. The physical address is 100 East Court Street, Jasper, AR 72641. Mailing address: P.O. This combined office handles both county government records and circuit court records in one place. Court records go back to 1866, with probate records dating from 1880. Civil cases, criminal cases, domestic relations, juvenile records, and land documents are all managed here. New civil or domestic case filings cost $165.00. Summons and subpoenas are $2.50 per person under Ark. Code Ann. 21-6-402. Certified copies run a per-page fee plus a certification charge. Land recording fees are $15.00 for the first page and $5.00 for each page after that. The Real Property Transfer Tax is $3.30 per $1,000 of consideration on transactions over $100.

For free statewide court case searches, use Arkansas CourtConnect. You can search by party name or case number. Mail requests to the office should include a self-addressed stamped envelope and payment by money order or check.

Note: Under Arkansas Code 25-19-105, all government agencies in Arkansas must respond to public records requests within three business days.

Marriage, Probate, and Voter Records

The combined clerk office handles marriage licenses, probate records, and voter registration in addition to court files. Marriage licenses cost $60.00. Both parties must appear in person with valid government-issued photo ID such as a driver's license, state ID, or passport. If a party is 17, parental consent and court approval are required. There is no waiting period in Arkansas. Licenses are valid for 60 days. Blood tests are not required and residency is not a factor, so non-residents can marry in Arkansas.

Probate records go back to 1880 and include wills, estate administrations, guardianships, conservatorships, and mental health commitments. Most probate records are public. Adoption records are sealed and need a court order to access. Voter registration is handled at the same office. To register, you must be a U.S. citizen, an Arkansas resident, 18 or older, not a convicted felon (unless rights restored), and not mentally incapacitated. The deadline is 30 days before any election. You can also register online through the Arkansas Secretary of State voter registration portal.

The Assessor values all real and personal property at 20% of appraised value. Real property is assessed from January 1 through July 1. Personal property must be assessed by May 31. The Newton County Sheriff maintains an online inmate roster at myr2m.com/NewtonCoRoster. The jail opened August 25, 2014. Jail Administrator is NC60 Charity Richardson. Inmate funds can be managed through JailFunds.com.
